The Water Energy and Environment Research Center (WEERC) at NDU aims at investigating the water and energy resources, and the state of environment situation in Lebanon and the MENA region under its multi-facial aspects. The role of this center is to develop appropriate strategies and provide training for the proper optimization and an integrated management of water and energy use that contributes to a prosperous environment.

The Water Energy and Environment Research Center is operated under the guidance of a Council for Water Energy and Environment (CWEE) headed by the Vice president for Sponsored Research and Development as Chairman and includes the Executive Director of the WEERC. The members of the Council are recognized international authorities and experts. An honorary membership of internationally known figures will be selected by the Council. Decisions are carried through the Executive Director who is responsible of implementing them. The Executive Director is assisted by the office of WEE Public Affairs which is in charge of coordinating the business development throughout its contact with industry, manufacturing process and the public sector. A Technical Coordinator, Team leader heads the Research Department and assists the Executive Director to supervise and acts as a coordinator among each research section of the WEERC and the University facilities. The WEERC integrates an Operational Services department that provides training, design documents and counseling services to water and energy related projects. An Administration and Financial Department helps in the administrative organization and management of the various departments.

The Research Department work is divided into Engineering and Management Sections. The two sections communicate their research information and findings to the Water Information Section for procession and dissemination. Details of the Research Department are illustrated in a previous version of this proposal dated April 2001.

The Engineering Section groups scientists and experts and experts in the areas of ground and surface water, water recycling dams, reservoirs, channels, water standards, agriculture and irrigation, energy resource, coastal and port engineering, and health expertise. It is seconded by the university laboratory facilities and an in-situ data collection department. An expert in Technology Transfer advises the Council on the proper technology implementation and orientation of its research.

The Management Section, in the light of the work of the Engineering Section, establishes policies and management strategies for implementation. The Social and Economic Division complements the Management Section analysis with issues related to awareness, sustainability, population expansion , tariffication and privatization modeling. A Land Management Division makes use of the findings and implements them with the assistance of the Management Information System Mapping and GIS facilities of the Water Information Section.

The Water Information Section (WIS) integrates a Library, and Training and Educational Divisions as well as the Management Information System (MIS) Division for data processing. The Water Information Section liaises with both Engineering and Management Sections for the collection of the available information, and for its dissemination.

The foreseeable role of WEERC at NDU is to interface with decision-makers and the community in order to supply them with the necessary scientific, economic and social data on water and energy resources to preserve our environment.

The necessary budget to conduct this project is based on the level of services generated and assistance from the university or other institutions.

The time needed for establishing the WEERC at NDU is estimated to be one year.
